Pensions are a significant part of employee benefit packages

Pensions are complicated and easily misunderstood. But they are a significant part of employee benefit packages so it is important that your staff understand and appreciate the value of their benefits.

Whether you’re planning changes to your pension provision or simply making sure your pension provision meets the needs of both the organisation and its staff, it’s important to consider how to talk to your employees about pensions.

In our experience, talking to staff about their pensions gives them a real understanding of the value of the benefits you offer them, and helps them feel more relaxed about their future.

How can First Actuarial help?

We can cover simple topics, including:

  • How the LGPS and SHPS schemes operate
  • How benefits build up in Defined Benefit pension schemes
  • How Defined Contribution pension arrangements work
  • How the reform of the state pension will affect your employees
  • How Additional Voluntary Contributions (AVC) work.

We can also run advanced seminars on topics such as:

  • Saving enough to stop work – our flagship programme explains to members the total benefits they are building up, how to judge whether this is enough and what to do if they need more
  • Managing debt effectively
  • Saving efficiently
  • Retirement seminars or one-to-one sessions – covering issues such as the State Pension and benefits, your options at retirement, tax on pensions and the opportunities and pitfalls of pension freedoms.

We deliver our communication programmes in ways that suit you and your employees best, including:

  • Group presentations – face-to-face or online
  • Individual one-to-one sessions
  • Q&A and FAQ documents
  • Online or mobile tools that can show the cost of contributing to a scheme, estimate the benefit at retirement age or demonstrate the impact of pension changes.

In our experience, financial wellbeing has a positive impact on housing associations, improving staff relations as employees appreciate their benefits more.

FRS 102 company accounting

Home › Not For Profit

Housing associations must meet their company accounting obligations

Housing associations participating in the Local Government Pension Scheme (LGPS) must show full details of funding position in their annual accounts under the FRS 102 or IAS 19 accounting standards.

Up to now, housing associations participating in the Social Housing Pension Scheme (SHPS) Defined Benefit plans have been able to treat these schemes as Defined Contribution (DC) arrangements for accounting purposes.

However now that FRS 102 has been implemented, they have to disclose the present value of contributions payable under any deficit reduction schedule within the balance sheet – rather than simply recognising actual contributions as an expense in the profit and loss account.

How can First Actuarial help?

We can help your housing association meet its company accounting requirements by:

  • Calculating the present value of your deficit contributions to date on your balance sheet
  • Providing a reconciliation of your pension liability over the accounting period, showing items passing through the profit and loss account and the statement of total gains and losses (STRGL).

Why choose First Actuarial?

We offer a simple service at a fixed and reasonable price, working quickly but thoroughly to agreed timescales.

Helping employees in higher tax bands

Home › Not For Profit

Growing numbers of employees are being hit with tax increases

Reductions in the Annual Allowance and Lifetime Allowance mean that more of your employees may be breaching their pension limits. This can result in significant tax increases for them.

This is most likely to affect your executive team, but it can also impact longer-serving staff with significant service in Defined Benefit (DB) schemes, and should be considered as part of your regular pay review process.

The Annual Allowance can come as a surprise for pension scheme members. This is because in a DB scheme, the additional pension earned each year also depends on any increase in pensionable salary, not just the extra year of service.

How can First Actuarial help?

Our housing pension specialists can help you:

  • Review the pension arrangements of your higher-paid and longer-serving employees
  • Identify employees who may breach the allowances in the future
  • Set appropriate company policies for those employees affected
  • Provide financial education so staff understand their choices.

While responsibility for tax planning ultimately rests with the employee, we know that many housing associations are keen to help their staff by making sure that no more unexpected tax liabilities arise.

Why choose First Actuarial?

First Actuarial is highly experienced in housing sector pensions. We know the benefit structures involved and can quickly model pension arrangements of staff-members affected by this.

Our experience of working with other housing associations means we can alert you to any actions that other employers in the sector may be taking.

We have a highly experienced financial wellbeing team, which can work with your affected staff to explain the issues simply and clearly.

Helping you through mergers and acquisitions

Home › Not For Profit

Pensions are an important element of housing association mergers and acquisitions

Bringing together two or more previously independent housing associations is no easy task. There are many issues to consider, and pensions should be an important item on your agenda.

How can First Actuarial help?

The first steps are to:

  • Examine the pension benefits of existing staff
  • Decide whether to align benefits across the group
  • Evaluate the impact of each scenario, along with cost and risk assessments
  • Consider the impact of any decisions on industrial relations
  • Understand the requirements of TUPE and auto-enrolment.

Secondly, a thorough due diligence exercise will be vital to:

  • Structure the reorganisation, minimising potential termination debts that you may otherwise incur at some point
  • Highlight scenarios which may inadvertently trigger a large termination debt
  • Understand the terms of admission to the Local Government Pension Scheme (LGPS)
  • Comply with requirements for transferring staff between employers.

We can undertake due diligence to alert you to the possible consequences of the proposed arrangements in advance, so the newly merged company has no nasty surprises lurking around the corner.

Why choose First Actuarial?

We are experts on housing sector pensions. We understand the issues involved and the ways around them.

Our good relationships with SHPS and with many of the LGPS funds mean that we can pick up the phone and have an honest conversation with them on your behalf. This can save time and money and help your transaction proceed smoothly.

Managing termination debts

Home › Not For Profit

Housing associations need to plan ahead when managing termination debts

Many housing associations understandably feel trapped in their existing pension schemes. Withdrawing from a multi-employer pension scheme such as the Social Housing Pension Scheme (SHPS), for example, can involve making a large payment into the scheme to secure benefits for all members.

Under SHPS, the trigger for such a termination debt tends to be the date when the last active member leaves the scheme. This debt is not payable incrementally over time; instead it must be paid as a one-off sum based on the ‘insurance cost’ of those benefits. This will be an expensive and significant debt for most housing associations.

For the Local Government Pension Scheme (LGPS), a termination valuation is required if an employer is about to leave the scheme. Many LGPS funds also have a policy of requiring a debt payment when the last active member leaves, and will set this figure close to the insurance cost of securing benefits.

Different LGPS funds have different policies governing when they trigger the debt and how it is calculated. It’s important to plan ahead and set an appropriate mitigation strategy.

How can First Actuarial help?

Our housing sector pension specialists can help you by:

  • Advising you when a termination debt will be triggered
  • Estimating the level of debt that the scheme will set, and projecting that into the future
  • Analysing your employee profiles to help you understand future trigger points for any debt payable
  • Helping you plan for the day when that debt becomes payable
  • Setting strategies to mitigate against or even avoid termination debt altogether

Why choose First Actuarial?

We are the largest provider of pension services to UK housing associations. We have achieved this by focusing on delivering good value for money for every client.

We have built up good relations with SHPS and with the various LGPS funds, and we use these relationships to get the best possible terms for our clients.

Our vast experience of managing termination debts means that we understand the policies of SHPS and the different LGPS funds, and you get the benefit of our experience of mitigating debt successfully.

Reviewing your housing association pension provision

Home › Not For Profit

Many housing associations are unsure about the pension choices they make

With a number of pension scheme options available to housing associations, it can be hard to review pension provision and work out whether you are making the right choices.

The housing sector is dominated by two pension schemes:

  • The Social Housing Pension Scheme (SHPS) – a private sector, industry-wide scheme administered by The Pensions Trust with several defined benefit sections and one defined contribution section.
  • The Local Government Pension Scheme – a public sector scheme consisting of 99 regional funds, each run by a local authority. The benefits and member contributions payable are set out in government regulations.

However, some housing associations use:

  • The Growth Plan, run by The Pensions Trust
  • A group personal pension or stakeholder plan
  • A master trust DC scheme
  • A bespoke occupational pension scheme, which may be Defined Contribution or Defined Benefit.

How can First Actuarial help?

We have many years of experience advising housing associations on how to manage their pension provision – from full pension strategy reviews to smaller, more focused projects.

If you use SHPS, we can help you understand:

  • The costs and risks of participating in each section
  • The implications of any changes you may be considering, such as changing the levels of benefit offered to staff, closing SHPS to new entrants or leaving SHPS completely
  • How and when termination debt will be triggered, and what you can do to avoid it.

If you use LGPS, we can help you understand:

  • Your admission agreement with the administering authority
  • Funding strategies and termination debt policies of your regional LGPS
  • Costs and risks of participating in LGPS.

Why choose First Actuarial?

First Actuarial has highly experienced consultants who specialise in housing association pensions. We understand the benefit structures and legislation involved in the sector.

With our experience of other housing associations, we can give you guidance on actions that other employers in the sector are taking.

Salary exchange for housing associations https://firstactuarial.co.uk/nfp/housing-associations/setting-up-a-salary-exchange-arrangement/ Tue, 15 Nov 2022 15:33:16 +0000 https://firstactuarial.co.uk/?post_type=nfp&p=14119

Salary exchange for housing associations

Home › Not For Profit

Setting up a salary exchange arrangement can bring substantial benefits to your housing association

Applicable to both Defined Benefit and Defined Contribution schemes, salary exchange (or salary sacrifice) makes pension contribution payments more efficient for both employers and employees.

It achieves this by reducing the amount of National Insurance (NI) contributions payable.

Employees agree to a reduction in salary equal to their pension contributions, and in return the employer makes an additional contribution to the scheme equal to the salary given up.

NI contributions are based on overall earnings, so a lower salary produces NI savings for both employer and employee.

The contribution paid to the pension scheme remains unchanged, but the employee benefits from higher take-home pay and the employer pays less NI.

Some employers use a proportion of their NI savings to enhance benefits for employees, resulting in improved benefits for staff.

How can First Actuarial help?

Our housing pension specialists can help you by:

  • Explaining how salary exchange may benefit you, quantifying the likely savings
  • Reviewing contractual benefits to maintain a ‘reference salary’ that will leave benefits unchanged
  • Supporting the implementation of your salary sacrifice arrangement
  • Delivering staff presentations across your housing association to explain the benefits of using salary exchange. We will cover potential savings, impact on state benefits, maternity pay and student loans, and what happens if a member leaves the scheme.

Why choose First Actuarial?

First Actuarial has a number of specialist consultants in housing pensions. We know the benefit structures involved in housing associations, and can quickly model cost savings.

Pension services for NHS trusts https://firstactuarial.co.uk/nfp/nhs/ Tue, 15 Nov 2022 14:00:33 +0000 https://firstactuarial.co.uk/?post_type=nfp&p=14107

Services for NHS trusts

The NHS provides a generous pension scheme, but do all employees understand its value?

The NHS Pension Scheme is a key part of the total reward package that NHS trusts use to attract and retain staff.

However, the impact of pension tax allowances – including the Annual Allowance – on consultants and senior clinicians has heightened pension anxieties in the workforce. And beneath this headline issue lie other worries, such as the court ruling on age discrimination around the change to career average benefits and changes to the State Pension Age. NHS employees at every level need guidance on these uncertainties.

Many employees find pensions confusing, and this can undermine the immense value of the NHS Pension Scheme in recruiting and retaining the best employees. With an employer contribution rate of over 20%, it’s essential that HR and finance teams communicate the value of the Scheme and clarify any misunderstandings.

How can First Actuarial help?

We work with NHS employers and their staff to help them understand and value the benefits that the NHS Pension Scheme provides.

Our financial wellbeing team combines specialist pensions knowledge with excellent interpersonal skills to help explain the NHS Pension Scheme in everyday language.

We can help set up a financial wellbeing programme that can be tailored to deliver the support and information your employees need within a budget you’re comfortable with.

Within that programme, you can choose from a number of services:

  • Training sessions – For staff in HR and finance teams
  • Group presentations – Simplifying the NHS Pension Scheme for staff, and explaining specific issues such as pension tax allowances to those affected
  • One-to-one sessions – for staff who need guidance on their own circumstances.

Why choose First Actuarial?

First Actuarial is a leading independent provider of financial wellbeing services to UK employers. We help people understand their pensions and take responsibility for their savings and money issues.

As actuaries, we understand money and how to crunch numbers. And as consultants, we’re great communicators. Years of experience delivering financial wellbeing training have given our team the skills to explain complex issues simply and clearly.

In our role as independent actuarial advisers to the NHS Pension Scheme Advisory Board, we have amassed considerable knowledge. This is reflected in our published research into the impact of pensions tax in the NHS.

With our grasp of the complexities of the NHS Pension Scheme and its benefits, we can address any issues employees raise – we don’t avoid the difficult bits.

We are independent. We have no vested interest in the decisions individuals make as a result of our sessions. And we are completely transparent with fees – where possible, we charge on a fixed-fee basis.

Pension services for trade unions https://firstactuarial.co.uk/nfp/trade-unions/ Tue, 15 Nov 2022 13:51:56 +0000 https://firstactuarial.co.uk/?post_type=nfp&p=14104

Services for trade unions

Dignity in old age matters as much as terms of employment

In recent years, trade union members across the economy have faced an onslaught of pension uncertainties. Changes to pension schemes and to the State Pension Age, for example, can be deeply worrying, and many people turn to their trade union for support.

Trade unions have always fought hard to provide and maintain decent pension provision. They support their members by providing information, helping them resolve individual pension issues, and representing them when changes are proposed and implemented.

Keen to defend their members’ interests, many trade unionists nevertheless struggle with the complexities of the pension world.

How can First Actuarial help?

  • We draw on our extensive experience of public and private sector pension schemes to support trade unions in their lobbying of government.
  • We work with trade unions to resolve problems within specific schemes, helping to negotiate where necessary.
  • We help trade unions to communicate pension issues and explain any changes or choices members have to make. What we provide will vary depending on the specific situation, but can include:
    • Group presentations to members on pension changes
    • One-to-one guidance sessions to members faced with a choice
    • Pension helplines for member enquiries
    • Information websites and booklets
    • Online modellers and ready-reckoner tools.
  • We provide actuarial, administration and investment consultancy services to help unions achieve sensible funding approaches for their own staff pension schemes without undermining their ability to serve the membership.
  • We use our specialist expertise to help trade unions negotiate with trustees and The Pensions Regulator.

Why choose First Actuarial?

First Actuarial is unrivalled in providing specialist pensions advice within the trade union movement. Our team offers several decades of combined experience in this area.

We have longstanding relationships with many trade unions – including Unite, CWU, UCU and FBU – where we have provided negotiation and consultation support.

Our public service pension scheme expertise includes the NHS Pension Scheme, the Teachers’ Pension Scheme, the Firefighters’ Pension Scheme, the Local Government Pension Scheme and the Civil Service Pension Scheme.

We are great communicators, and we strip away unnecessary jargon to clear the way through pension complexity. We care deeply about people and we work with trade unions to help them look after their members.

When we attend meetings or calls, we will give you our view rather than sitting on the fence. And we always work hard to find a pragmatic, workable solution to problems.

We provide Scheme Actuary, investment and pension scheme administration services to the trustees of a number of trade union staff pension schemes.

Services for LGPS employers

Many employers taking on local authority services uncover hidden LGPS pension liabilities

Organisations that undertake the running of services outsourced by local authorities find themselves with employees who have all the skills and knowledge needed to do a great job from the start.

But as admitted bodies providing employees with access to the Local Government Pension Scheme (LGPS), many encounter unexpected liabilities that can prove costly.

Substantial scheme deficits and yearly hikes in contribution rates are a financial strain that few admitted bodies can ignore. And specific risks such as cessation debts and early retirement entitlements in redundancy programmes can come as an unpleasant surprise.

Even the most skilled finance directors can struggle with the complexities of Defined Benefit schemes. Without specialist knowledge, they may end up with more liabilities than they bargained for.

How can First Actuarial help?

First Actuarial is a market leader in providing pension advisory services to LGPS admitted bodies of every size of business. We offer innovative solutions to support employers through funding agreements and cessation debts, providing detailed knowledge and extensive experience of LGPS.

We help gauge LGPS risks at pre-contract stage

At First Actuarial, we can help mitigate some of the risks that LGPS presents. We help organisations gain a full understanding of what LGPS membership entails before they take on a new contract. We can provide actuarial assistance to make sure any potential risks are priced into your bid. These risks include:

  • Service contribution rates increases – These may occur as a result of changes in membership profile or actuarial assumptions, for example.
  • Funding deficits – The risk of a funding deficit arising after the employee has been transferred is significant, especially with longer-term contracts.
  • Special event funding – Any future redundancies can incur considerable early retirement costs for the employer, due to contractual entitlements of older employees. We can estimate the potential cost of early retirement to your organisation.
  • Cessation debt – We can carry out due diligence on what could be a huge cost if your organisation exits the LGPS.

We help negotiate cessation debts

Cessation debts can arise when the employer decides it wishes to leave the LGPS, or if it ceases to have active contributing employees at any stage. The cost can be devastating, posing a major financial risk to any admitted body. With increases in the size of cessation debts, many LGPS funds are prepared to negotiate on either the level or the timing of the debt. We can support you through this process, negotiating with the local authority to reach an agreement. We have been instrumental in developing innovative solutions which now include arranging for all pension liabilities and assets to be passed back to the original council. This effectively removes any cessation liability risk for the employer.

Why choose First Actuarial?

We have worked with the majority of the LGPS funds across the UK and know how they work. This has given us a detailed knowledge of the benefit structure of the LGPS scheme and how it has changed over time.

We have experience working with the different LGPS actuarial advisers and the different versions of funding strategies adopted. We have negotiated directly with many of the funds, helping employers to reduce costs and mitigate against the risk of future cessation debt payment.

We give clear advice, and the information we provide is comprehensive but concise. Just as importantly, we have the human touch. We can communicate the complexities of the LGPS scheme in clear and engaging ways.

Whether you employ 50 or 15,000 employees, we have the LGPS experience needed to help you develop your pension strategy and make you fully aware of what LGPS membership entails.

Services for independent schools

UK independent schools are struggling to maintain their pension provision

As independent schools absorb the impact of Teachers’ Pension Scheme (TPS) contribution increases, many are reviewing this critical area of staff remuneration. Some are also looking for guidance in the funding and governance of their in-house Defined Benefit and Defined Contribution schemes.

These pension challenges occur at a time of unprecedented financial pressures for the sector. Developments such as VAT on fees and the removal of business rates relief add to the risk factors schools face. And a whole range of school-wide priorities – not least infrastructure and refurbishment projects – are competing with pensions for resourcing.

How can First Actuarial help?

Using our extensive experience of the sector, we help independent schools understand their pension schemes, working with them to produce and agree a strategy for sustainable pension provision.

If the strategy involves a change – such as TPS withdrawal – we can provide:

  • A project plan – Setting out key stages and timelines to implement any proposed changes to pension provision
  • Scheme design – Working with you to design a replacement scheme, if required, that meets the school’s needs and takes care of its employees
  • Provider selection – Helping you review the market and select a provider for a replacement scheme
  • Staff consultation – Designing presentations and attending consultation meetings to explain proposed pension changes to staff-members affected
  • Financial wellbeing support – Delivering presentations and one-to-one sessions with staff, to help them manage the impact on their personal finances
  • Ongoing governance – Our firstwatch service gives schools the governance they need, monitoring risks and sending alerts when action needs to be taken.

If your school runs its own Defined Benefit scheme, we can help:

  • Review your pension provision
  • Communicate with scheme members
  • Manage deficits
  • Help employees in higher tax bands
  • Manage changes in strategy
  • Account for pensions under FRS 102
  • Set up a salary exchange arrangement
  • Set up an escrow account to help prevent overfunding of the Scheme.

Pensions are a pressing issue for not for profit organisations

Many not-for-profit employers view pensions as instrumental in the battle to recruit talented employees. They believe that staff wellbeing is central to their positive role in society – with pensions playing an important part.

At First Actuarial, we support not-for-profit organisations through scheme changes, helping them give their valued staff the best possible pensions.

We also advise charities and not-for-profit organisations on how to invest their assets.
